Hemp Producer: a person that produces hemp for harvest
Hemp Broker: a person that purchases and sells hemp plants grown by others
Hemp Propagator: a person that produces clones or seedlings for retail sale
Application Instructions:
Carefully read ALL application instructions prior to submission and review the hemp rules and
regulations here.
- An application and aerial map must be submitted for each physical address. Fees with a convenience charge may be paid by credit card using the invoice link. You can submit your application to industrial.hemp@tn.gov or mail it to the following address:

- Credit Card Payments: After submitting the completed application, an invoice will be sent to the email address provided on the application. The invoice will contain a web link, which will allow you to pay online by credit/debit card.
- License fees (based upon the total acreage of growing areas for the corresponding physical
address or highest fee of license type(s)) Fees will not be refunded.
< 5 Acres: $250 5-20 Acres: $300 > 20 Acres: $350 Propagator/Broker $300 University: waived
Ex: If growing 1 acre of hemp and have a greenhouse with 30,000 clones, you will need a
propagator license.
• All licenses expire on June 30 following issuance. EACH year a complete application, map, criminal history report, and fee must be received by June 30th. If not an individual or general partnership, proof of incorporation registration OR business license AND EIN must be submitted.
• Information submitted to the Department may be subject to Tennessee’s public records law, Tenn. Code Ann. 10-7-501 et. seq.
• All successful applicants will be provided a license that must be kept on file and displayed.
• Growing Area:
- All licenses are provided per physical growing address. The physical address is the street address for each area rooted hemp is found. Applicants may use the street name provided on the tax documentation for the property. Otherwise, if there is no address for an area, please contact your county 911 addressing office to receive a street address.
- One address may have multiple locations where hemp is being grown, GPS must be given for each.
- A designated growing area must be identified for each variety grown. i.e.: cannot grow more than 1 variety in each growing area
- A growing area is defined as any contiguous land area licensed for the growth of hemp with only one hemp variety planted within it. Growing areas can be contiguous even if separated by roads, fences, or similar structures. Hemp may NOT be grown outside these areas.
- Global Positional System (GPS) coordinates must be provided for each growing area’s central most point in decimal degree format (e.g., Longitude: 36.06468482; Latitude: –86.74730524).
- An aerial map or photograph of each growing area must be provided, and each area must be outlined and labeled with the corresponding growing area number. Click here to obtain your aerial map and growing area coordinates.
- A growing area is indoors if it is fully enclosed, and temperature controlled.
- Growing area size must be provided in acres if outdoors and square feet if indoors. The combined size of each growing area is the total acreage of all growing areas at the physical address. All successful applicants will be provided a license that must be kept on file and displayed.
• All growers are subject to sampling/testing and all associated fees. Samples scheduled and taken by www.hemptesthats.com
• Upload proof of one of the following for any applicant that is not an individual or a general partnership: applicant’s incorporation registration or applicant’s business license issued by a local governmental authority AND EIN.
• Upload a national criminal history report for key participants in the form of the Federal Bureau of Investigation’s Identity History Summary.
• All changes must be reported to the Department of Ag within 30 days using the Change Report Form here.
• The Department may deny any application that is not completed in accordance with the Rule.
• All producers shall report hemp crop acreage to USDA Farm Service Agency, including street location, GPS, acreage dedicated to production, and license number.
