Request for Advance State Match Commitment
for Federal Discretionary Grant Programs
TDOT offers transit agencies the opportunity to receive a commitment of state funds to match federal discretionary grant program applications on a rolling basis. Advance Match Requests must be submitted to TDOT at least 10 business days prior to the federal program application deadline. If the transit agency does not receive approval from the State for a match request prior to the NOFO deadline, the agency is not permitted to commit the State to funding the project in the application. Advance commitment of State Match funds for a federal discretionary grant application will be provided solely at the discretion of the Commissioner and priority is given to projects with a high potential for success in securing competitive federal discretionary funds.
Limitations of Advance Approval for General State Match Funds:
- The approval is fully contingent upon sufficient revenue generation and the General Assembly’s appropriation of funds to TDOT.
- TDOT will commit no more than 50% of anticipated IMPROVE Act funding each fiscal year through advance approval.
- The approval is void if the transit agency fails to apply for the federal award by the application deadline.
- The approval is void if the federal agency does not select the agency’s project when awards are announced.
- The approval is limited to a specific dollar amount. If the federal grant awarded is lower than requested, the state amount will decrease proportionally.
- The approval is void one year after the federal application due date if the FTA fails to award funds or immediately upon an FTA announcement that no funds will be awarded.
